David Peace

Executive Director Project

David Peace's professional odyssey began in the late 1990s with Nom Azu & Associates, a corporate quantity surveying firm, where he served as an Assistance Quantity Surveyor on PTF (Petroleum Trust Funds) projects spanning Northern Nigeria. It was in these foundational years — conducting market surveys, preparing Bills of Quantities, and performing comparative cost analyses across Kaduna, Kano, Jigawa, Katsina, and Jalingo — that David sharpened the analytical rigour and methodical precision that would become his professional hallmarks. His career gained decisive momentum upon joining ALCON Nigeria Limited in 2007 — one of Nigeria's foremost engineering and construction firms. Over the next 18 years, he would scale the ranks from Quantity Surveyor to Principal Quantity Surveyor/Estimator, through Contract Administrator, and ultimately to Project Manager. Each elevation brought larger responsibilities, bigger contracts, and higher expectations — all of which David met and surpassed. His early years at ALCON were marked by outstanding work on SPDC's Okoloma Gas Plant Project (USD 245M, Afam, Rivers State) and the Gbaran Ubie Field Logistics Base (USD 158M, Bayelsa State) — assignments that exposed him to the full complexity of oil and gas construction, from valuation and cost control to subcontractor management and site coordination. A defining chapter came with the ACCUGAS/Frontier Oil/Septa Energy Uquo Central Processing Facility project (USD 56M, Akwa Ibom State). Entrusted first as Contract Administrator, David was promoted mid-project to Project Manager — and delivered the facility a remarkable six months ahead of schedule. He secured both the Provisional Acceptance Certificate (PAC) and the Final Acceptance Certificate (FAC) after the 1-year warranty period — a hallmark of flawless execution and professional discipline. His tenure at ALCON reached its apex when he was appointed Project Manager for Nigeria LNG's Bonny Island projects — simultaneously managing three high-value contracts including the RA Type 3 Apartment Block Phase 1 Project (USD 109M+), the EPCC of IA Admin & Learning Centre Project (USD 72M+), and the EPCC of IA Workshop Refurbishment & External Building Project — a combined portfolio exceeding USD 191 million. In March 2025, David Agha embarked on a bold new chapter at Horatio Limited, joining as Project Manager and rising with extraordinary speed through General Manager and Deputy Managing Director before being appointed Chief Operating Officer (COO) — a reflection of his unmatched executive capability, strategic foresight, and the trust he commands from organizational leadership.
